TAMA 38 is a national outline plan for reinforcing buildings in case of earthquakes. This program actually enables tenants of old buildings to do general renovations (to the building and to the apartments) and reinforce the structure without cost, in exchange for building rights to the developer that will carry out the reinforcement work. Of late, since bureaucratic processes have been made significantly easier, projects of this sort have been rapidly accelerating. Within the framework of our operations at Creators, as a development and building company, we carry out all the reinforcement work, renovation, expansion and development according to the required standards while maintaining ongoing communication with the building’s tenants in all matters concerning planning and execution. Building renovation and reinforcement processes that we perform include: building reinforcement, addition of an elevator (as permitted), addition of balconies and apartment safe spaces, general renovation, upgrading of the technical specifications of the apartments (sanitary tools, flooring, resurfacing walls of bathrooms, kitchens, windows, doors), redesigning the lobby and adding parking levels. All of this is of course at no cost to the building’s tenants (subject to the nature of the building and the dictates of the municipality).
At the end of the building and renovation process, the building will be reinforced with regard to possible earthquakes which will significantly increase the value and the standard of the apartments (at a rate of 15%-30%!)
It is important to remember that the TAMA 38 program has been approved since 2005, but the program framework has only recently begun to pick up speed, as the process requires the agreement of the tenants, and primarily as it requires finding a reliable and professional building and development company that will accompany you throughout the entire process, meeting the determined deadlines and most importantly, will give the best results - a new apartment, a quality and secure residential building according to the required standards.
Preserving historical buildings
“The white city” is the unique historical urban fabric of Tel Aviv, found primarily to the west of Ibn Gvirol street, between Salame street to the South, and the Hayarkon River to the North. The white city was planned by architect Patrick Geddes in the 30s as part of the “garden city” plan, and its character has been preserved over the years by additional architects that continued to build in the same style. The UNESCO declaration, the UN’s preservation organization, has determined Tel Aviv to be a city of global architectural value. The local Tel Aviv-Yafo council approved a city building plan for distinct zones of historical architectural significance in the city center and in Yafo. We are responsible for a number of such notable areas such as: the Sarona complex, Bauhaus buildings and historical buildings in Yafo.
Preserving historical buildings requires much professional knowledge, as well as modern construction skills in accordance with advanced standards, as well as in combination with materials for preservation and special building in order to render a final result that is a precise restoration and preservation of the historical building - along with renovations and the limitations of the construction zones. As part of complex preservation works, we perform the hanging of existing buildings (the historical structure for preservation), parking additions, basements, and additional floors.

3. Involvement and full cooperation between us as the group initiators, a management body and actual contractor, with the purchasing group members at every stage of the purchasing group’s planning, pave the way for success and for completing the project at the contractually agreed upon time.
4. Close assistance throughout the entire process with the architect, engineer, approvals and permits and of course the building process, thus ensuring the highest quality of building and the absence of financial risks. Our care includes legal assistance with the law firm that accompanies the group, up until handing over the apartments to the group’s members.
All of our experience makes it possible for the purchasing group’s members to maximize the advantages of the purchasing group that we organize as a contracting company that carries out what we suggest as opposed to establishing a “conventional” purchasing group. Because the central topic of a purchasing group is cost savings as well as acquiring the best possible asset, on the contractual handover date and without delays, we as the operating contractor for the group, are able to ensure this.
Advantages as a purchasing group - there are a number of particular advantages to a purchasing group, thanks to which they have become an increasingly popular trend: property rights are registered to the group members from the start, which gives group members a financial safety net. This is not the case in a contractor’s position, wherein the name is registered only towards the end of the process. In a purchasing group the purchaser knows from the start who his neighbors will be, and can even recruit friends or choose people with a similar background.
Payments to the Creators company - as a building company we are paid after each stage of the building process. This is preferable to buying an apartment from a contractor wherein the buyer has to pay the full price to the contractor when making the transaction, and any change in the planning or construction is costly.
Savings of tens of thousands of shekels comprised of:
• Saving the profits of the developer which run around 20% of the cost of an apartment from a contractor, wherein a purchasing group is not established for the purpose of profit.
• Saving on marketing the project since the group is organized in advance for land purchase and residential building, so that the apartments have been sold in advance.
• Combination - combination transaction is a kind of barter transaction in which a property owner sells part of their property rights to a contractor in exchange construction of the property (mostly apartments).
In effect, the holder of the property rights sells part of his rights to the contractor or developer, in exchange for part of the property to be built on part of the site - mostly apartments or other units (offices, shops, etc). Combination transactions are common in Israel because of their inherent financial advantages for both sides: in terms of the owner of the property - not having to bear the expenses of building and receiving a relatively large number of built units, by selling property rights in exchange for acquiring units. There is a tax saving because only part of the plot was sold by its owners, in fact improvement tax will not be charged for selling the whole plot, and at the time of receiving the apartments, sales tax will not be charged because construction services were received for part of the land.
